UK’s largest timber-structure neighbourhood, and a blueprint for sustainable placemaking and social impact

DESCRIPTION

Whaleback was appointed as the planning consultant for applicant Human Nature in 2021, to bring forward this strategic brownfield redevelopment site in Lewes. In 2024, as Planning Agent for a major Hybrid Planning Application we secured planning permission for 685 homes, 3,568sqm of commercial floorspace, a new health centre, hotel, community space, leisure uses, a restaurant, retail, energy centre and vanguard Co-Mobility Hub to deliver low- and no-carbon sustainable transportation for future residents and the existing town.

Located within the South Downs National Park, the design of the development prioritises people over cars, to create a walkable, multi-use place on the edge of the Ouse. When complete, it will be the UK’s largest timber-structure neighbourhood, and a blueprint for sustainable placemaking and social impact that can be deployed at scale.

  • The Phoenix site has laid partially derelict and redundant for more than 20 years since it was devastated by fire and flood and is a scar in the town and wider landscape. Whaleback worked with a vast and experienced project team to bring forward a regeneration scheme that was both environmentally sustainable and financially viable.

    The applicant’s approach to placemaking started with the desire to build a new neighbourhood for Lewes, focussed on community, low traffic streets, vanguard sustainability credentials and a revolutionary architectural approach to building in timber.

    The proposals include a Co-Mobility Hub that will offer 45 electric vehicles and many bikes, e-bikes and cargo bikes to encourage existing and future residents to reduce reliance on the private car. On-site private parking spaces are severely limited (well below policy requirements) to ensure future occupants cannot rely on the private car, and in addition to the Co-Mobility Hub services a huge package of investment in sustainable transport benefits are also secured by S106 agreement including new and improved walking and cycling routes to Lewes Railway Station, local crossing and junction improvements to the road network and a pioneering Travel Plan. The benefit of this future-looking approach to mobility is that the streets of the Phoenix will be clear of cars, child-friendly, social and beautiful.

    The Sustainability Strategy for the site takes a a ‘whole life carbon’ approach, taking the sum total of all building-related emissions (the amount of carbon) over a building’s entire life including its ultimate demolition and disposal. The planning authority credited this in its Planning Committee Report as exceeding the stringent requirements of its own Sustainable Construction Policy SP3.

  • Severe financial constraints due to extensive infrastructure costs required to make site safe and acceptable in planning terms.

  • Local Plan allocation undeliverable due to lack of financial viability.

OPPORTUNITIES

  • Site is allocated in the Local Plan although adopted policy undeliverable.

  • Once in a lifetime opportunity to regenerate 7 hectares of largely-derelict brownfield land in a National Park and placemaking on a town-wide scale.

  • Delivery of 685 new homes including 210 affordable homes for local householders.

  • Opportunity to increase the density to a sustainable 4, 5 and 6 storey height to maximise the efficient and effective use of brownfield land.

  • Landscape and heritage enhancements by replacing destroyed and derelict industrial land.

  • Provision of new jobs, business and community floorspace.

  • Provision of Co-Mobility Services for existing town and future residents, delivering a low-traffic neighbourhood.
